Compliance at the Plant Doesn't Mean Safety at the Tap

The water leaving Cleveland's treatment plants may meet every federal standard. What happens inside the pipes between the plant and your glass is a different question — and one worth asking.

Cleveland Water will tell you its water meets federal standards. That statement is probably true. It is also incomplete.

The more precise question — the one this investigation is built around — is what happens between Lake Erie and the glass at your kitchen sink. The water leaving the treatment plant is one thing. What it picks up on the way to your tap is another.

Lead doesn't come from Lake Erie. It doesn't come from Cleveland Water's treatment plants. Cleveland Water says so directly, and the evidence supports it. Lead enters drinking water from service lines — the pipes connecting the water main to a home — from old solder, from brass fixtures, and from the plumbing inside the house itself. The treatment plant is not the problem. The infrastructure between the plant and the tap is.

What Cleveland Water's Own Data Shows

Cleveland Water's 2025 Water Quality Report is worth reading carefully. Its latest compliance monitoring found 90% of sampled homes below 3.15 parts per billion for lead — well under the EPA action level of 15 ppb. That's a real result and it should be reported as one.

The same report acknowledges that lead service lines and lead plumbing remain in its service territory. The question the report doesn't fully answer: how many homes, where are they concentrated, and how quickly are they being replaced? That's the investigation.

PFAS: A Finding Worth Reporting

Cleveland Water conducted 646 tests during 2024–2025 covering 29 PFAS compounds at its four treatment plants. None were detected. That's a good finding, and an investigative project that only reports bad news isn't doing its job. We're reporting it.

It also raises a better question. Cleveland Water is a large, well-resourced system drawing from the central basin of Lake Erie. Are there smaller Northeast Ohio water systems — or private wells — where PFAS results look different? That's where the investigation goes next.

The Lake Itself

Cleveland's drinking water source is Lake Erie. EPA data shows the western basin remains highly eutrophic, phosphorus targets have not been consistently achieved, and harmful algal blooms continue to be a documented risk. Cleveland draws from the central basin — Toledo's 2014 crisis shouldn't be projected directly onto Cleveland — but it's the same interconnected lake under the same environmental pressures.

Cleveland Water says it has monitored for cyanotoxins — the toxins produced by harmful algal blooms — since 2010, and has not historically detected them in finished drinking water. That's actually a fascinating story in itself: the toxin is in the lake. What stands between a bloom and someone's faucet? We want to find out.

The Private Well Problem

Not everyone in Northeast Ohio is on a municipal water system. A peer-reviewed study of 180 private wells in two Northeast Ohio counties found total coliform bacteria in 45% of sampled wells, generic E. coli in 9%, and E. coli O157:H7 DNA in 4% of samples. The study is from 2009 — which is exactly why it matters. Those numbers justify a direct question: what would we find if we repeated that testing in 2026?

That's not a rhetorical question. It's the next phase of this investigation. Original testing, not a summary of government reports.

The 20 Homes Project

The 20 Homes Cleaner Water Project started as a filtration initiative. It's becoming a field study. We're selecting households across Cleveland and Northeast Ohio representing different circumstances: older homes, newer homes, known or possible lead service lines, private wells, families with children, lower-income neighborhoods, and homes where residents have reported discoloration, taste, or odor problems.

We're testing the water before we install anything. An accredited laboratory. A carefully selected panel: lead, copper, arsenic, iron, manganese, nitrate and nitrite, bacteria where appropriate, hardness, total dissolved solids, and other parameters based on each home's water source. PFAS testing on a strategically selected subset.

Then we install the appropriate filtration system. Then we test again.

If 90% of those homes test clean, we publish that. That's what gives the project credibility. We're not trying to find a scandal. We're trying to find out what's actually in the water.
